A question about civil and criminal law in Mexico?

If you are a US consumer in Mexico and you use your credit card for services rendered while in Mexico, but later, after returning to the US, have the charges reversed due to a dispute with the doctor, could this be considered a criminal act in Mexico? Could there be an arrest warrant issued in Mexico for reversing charges on a credit card, or would this be considered a civil matter as it would be in the US? Would there be possible harassment by border officials when going back to Mexico and trying to return to the US?
